What a sewer scope is, and why it is not part of your inspection
A sewer scope is a push camera fed into the building drain, usually through a cleanout, and run out along the lateral toward the city main while a technician records video. It produces two things: footage of the inside of the pipe, and a report interpreting that footage. The second is where the trouble starts, and most of this page is about the gap between them.
It is not part of a Texas real estate inspection, and there are three independent reasons for that in the rule itself. First, the plumbing standard of practice expressly says the inspector is not required to inspect for sewer clean-outs. Second, the general provisions define a real estate inspection as a limited visual survey and basic performance evaluation of the systems and components of a building using normal controls, which is not intended to be a comprehensive investigation or exploratory probe to determine the cause or effect of deficiencies, and excuse the inspector from inspecting anything buried, hidden, latent, or concealed. Third, the scope of a standard inspection is what the standard lists, and camera inspection of the building drain is simply not on the list.
So a scope is an ancillary service, ordered and paid for separately. Some TREC inspectors offer it as an add-on; often it is performed by a licensed plumber. Both arrangements are ordinary in DFW.
The practical consequence is about timing rather than money. Ancillary services stack inside the option period, and a scope may generate a second question that needs a static test to answer. Book the general inspection in the first day or two so that sequence still fits.
What a camera can actually show you
Within its limits, a scope is genuinely informative, and on a pre-1980 slab house it is the highest-value ancillary you can buy. A competent scope will show:
- Material, and material transitions. Cast iron to PVC, clay, or the fibre-and-tar pipe sold as Orangeburg. Transitions mark prior repairs and tell you the system has a history.
- Interior condition. Scale and tuberculation, channelling with visible wall loss, cracks, fractures, holes, deformation and collapse.
- Roots. Where they have entered and how much of the bore they occupy.
- Standing water. The visual signature of a belly, seen as the head enters and exits it.
- Offsets and separated joints, which in this region usually mean the ground has moved the pipe.
- Prior repairs. Patched sections, couplings, liner terminations.
- Approximate position and depth of a defect, if the technician uses a locator and sonde.
There is a professional vocabulary for all of this. The sewer assessment trade codes pipe condition under NASSCO's Pipeline Assessment Certification Program, which separates structural defects — crack, fracture, broken, hole, deformed, collapsed, joint, surface damage — from operations and maintenance conditions such as deposits, roots, infiltration and obstructions. That distinction is the single most useful thing to carry into reading a report. Roots and scale are a maintenance class of problem. A hole is not. A report that mixes them into one paragraph headed major defects found has blurred the only line that matters.
What a camera cannot show you
This is the part consumers almost never hear, and it decides how much weight the video deserves.
- A camera cannot find a leak. It is a visual device inside a pipe that is not full of water. It can show you a hole. It cannot show you whether a joint that looks intact is passing water into the soil. Leak detection is what a static test does. If someone says the line is leaking on the strength of camera footage alone, the correct question is how they know.
- A camera cannot see the outside of the pipe. External corrosion, bedding condition, voids and soil saturation are all invisible to it.
- A camera cannot measure wall thickness. Looks thin is an interpretation, not a measurement.
- A camera often cannot traverse the whole system. Tight ninety-degree bends, offsets, heavy roots, standing water and the lack of a usable cleanout all stop the head. A partial scope covers a partial system.
- A camera cannot see branch lines it does not enter. A scope typically runs the main building drain and the lateral. Tub, shower and lavatory branches under the slab are usually not scoped, and they are a very common actual leak location.
- A camera cannot tell you how long the pipe has left. No inspection technology can.
One more subtlety worth knowing before you watch the video. A dry line reads differently from a wet one. Running water during the scope both reveals and conceals: flow patterns make a belly obvious, and standing water hides the condition of the invert underneath it.
The line to hold on to: a camera tells you what the inside of the pipe looks like right now, a static test tells you whether it holds water, and neither answers how long do I have. The coding framework referenced above is published by NASSCO, and asking whether a report uses it is a reasonable way to gauge how systematic the provider is.
Bellies, and the finding that gets overstated most
A belly is a length of drain that has dropped below its intended continuous fall, so water does not fully drain and stands in it. On camera it looks like a pool the head goes into and comes out of. In North Texas the cause is almost always the soil rather than the pipe: Blackland clay shrink and swell, poorly compacted trench backfill, or a void left by a prior leak or an unbackfilled tunnel.
Does a belly mean the line has to be replaced? No, and this is the most commonly overstated finding in the DFW sewer scope business. Bellies are extremely common here because the soil is extremely active. A belly is a condition. It is not automatically a defect requiring repair. Many function acceptably for decades with routine maintenance. Some do not. What separates them is a short list of questions, and a report that does not address them has not made a diagnosis:
- How deep is the standing water? A shallow film across the invert is a different finding from a pipe half full.
- How long is the sag? Short sags in a residential line often clear themselves at normal flow.
- Is it accumulating solids? Water alone is far less consequential than water plus deposits.
- Has the house ever backed up? This is the actual functional test. A belly that has caused no backup in twenty years is evidence, and it is evidence a scope technician does not have unless they ask.
- Is it in cast iron that is already channelling? Standing water accelerates invert corrosion, so a belly in a corroding cast iron line is a compounding problem. This is the case where repair is genuinely indicated.
- Is it getting worse? A repeat scope in a year is cheap information, and almost nobody offers it.
Two things are worth stating plainly because they are rarely volunteered. There is no code threshold for when an existing belly requires repair. Plumbing codes govern the slope of new installations, commonly a quarter inch of fall per foot for small horizontal drains; they do not set a retrofit trigger for a sag that already exists. Any number quoted at you as the point at which a belly must be fixed is somebody's rule of thumb. And a belly cannot be lined out of existence: a liner reproduces the existing alignment faithfully, low spot included. Repairing a belly means excavating and re-bedding the pipe in the same soil that moved it in the first place, which is not permanent in the way homeowners assume.
Who is reading the video, and why that matters
Here is the structural fact that shapes this entire market. Many DFW sewer scopes are performed free or cheaply by companies whose revenue comes from repair, lining and replacement. This is entirely legal and it does not make anyone a villain. It does mean the party telling you what the video means is the party paid when the answer is replacement.
The regulatory asymmetry is worth understanding precisely, because it is invisible from the outside. TREC's ethics rule for inspectors (22 TAC 535.220) requires an inspector to conduct business in a manner that assures the client of the inspector's independence from outside influence. It bars inspecting where compensation or future referrals depend on the reported findings or on the closing of the property. It bars accepting employment to repair, replace, maintain or upgrade a system the inspector inspected within the previous twelve months. It bars paying or receiving referral fees between settlement service providers.
That rule binds TREC licence holders. It does not bind plumbers, sewer scope companies, leak detection firms or foundation contractors. A licensed plumber may lawfully scope your sewer, tell you it needs replacing, and sell you the replacement. That is not misconduct. It is a different regulatory regime, and the consumer needs to know the difference exists.
The right conclusion is not cynicism. It is verification. The incentive is structural, so check the findings rather than impugning the motives. Everything in the next section is a way of doing that.
How to read a scope report, and what to do next
Demand the raw video, not a summary. Full length, with the footage counter visible. A report without video is an assertion.
Ask where the camera stopped and why. Unable to pass at thirty-eight feet is a materially different report from inspected to the city main, and the difference changes what you actually know.
Ask what was inspected. The main building drain only? The lateral out to the main? Any branches at all? Most scopes are main line only, and the branches that were not scoped are a common leak location.
Ask whether a static test was done. If the finding is a leak, that finding did not come from the camera.
Separate structural findings from maintenance findings and ask the provider which is which. Then ask for the recommendation in tiers: what needs doing now, what can be monitored, what is optional. A report with exactly one option is a sales document.
Get a second scope from a company that does not do repairs if the recommendation is full replacement. Scope-only providers exist, and on a large recommendation the cost of a second opinion is trivial against the cost of being wrong.
Weigh the house's own history. No backups in fifteen years is data. So is a seller's disclosure listing three drain calls in two years.
And know when the honest answer is to do nothing yet. Scale with good flow, minor roots, a shallow belly in PVC and no history of backups is a monitor finding. Re-scope in a year and compare. That advice costs a repair company money to give, which is exactly why you will rarely hear it from one.
Common questions
Is a sewer scope included in a home inspection in Texas?
No. The Texas standards of practice do not require an inspector to inspect for sewer clean-outs, and camera inspection of the building drain is not in the standard. An inspection is a limited visual survey and inspectors are not required to inspect anything buried, hidden, latent or concealed. A scope is an ancillary service ordered separately, sometimes from the inspector and often from a licensed plumber. Schedule it early in the option period, because a scope can generate a follow-up question that needs a static test to answer.
Can a sewer camera find a leak?
No. A camera is a visual device inside a pipe that is not full of water. It can show a hole, a fracture or a separated joint, but it cannot show whether an intact-looking joint is passing water into the soil, and it cannot see the outside of the pipe at all. Leak detection on the drain side is what a static or hydrostatic test does: the system is plugged and filled to the cleanout and the water level is watched for a drop. If a report claims a leak on the strength of camera footage alone, ask how that conclusion was reached.
The scope found a belly. Does the line have to be replaced?
Not automatically, and this is the most overstated finding in the local market. Bellies are common in North Texas because the clay is unusually active. What matters is how deep the standing water is, how long the sag runs, whether solids are collecting in it, whether the house has ever backed up, and whether the pipe is cast iron that is already corroding at the invert. A shallow sag in PVC with no backup history is a monitoring item. There is also no code threshold defining when an existing belly must be repaired, so any number quoted as the trigger is a rule of thumb rather than a requirement.
Should I use the free sewer scope a plumbing company offers?
You can, but read the report knowing who wrote it. A company whose revenue comes from repair, lining and replacement is not a neutral judge of whether you need them, and unlike TREC inspectors, plumbers are not bound by a rule barring them from selling repairs on a system they just assessed. That is lawful and ordinary, not misconduct. The protection is procedural: keep the raw video, ask where the camera stopped, ask what was and was not inspected, insist on tiered recommendations, and get a second opinion from a scope-only provider before agreeing to a full replacement.
Roots came up on the scope. Is cutting them enough?
Cutting removes the roots. It does not remove the opening they came through. Roots enter at joints, cracks and existing defects; they do not penetrate sound pipe wall. So root intrusion is evidence of a structural opening as much as it is a maintenance nuisance, and the roots will return on a schedule. Durable fixes are lining, a spot repair, replacing the defective section, or removing the tree. In North Texas there is a second reason to care: a large water-demanding tree close to the slab is already a foundation risk factor, and a tree rooting into your sewer has found a water source right where you least want one.
Which houses are worth scoping?
Any DFW slab house built before roughly 1980, because the drain line under it is probably cast iron and its condition is unknowable from the surface. It is also worth scoping any house with a history of drain backups, mature trees near the line, visible foundation movement, or a seller's disclosure that mentions plumbing work without documenting its scope. Newer PVC systems are lower priority, though not immune, since soil movement produces bellies and separated joints in PVC too.
