Why inspection findings cost what they cost

The number is not the fact. The scope behind the number is the fact.

Every figure you can find for foundation repair, a sewer replacement, a re-pipe or a panel change in Dallas–Fort Worth is stale within a year, was written by someone selling the work, or both. What does not age is the structure of the cost — what drives it, what the range depends on, and why two written proposals for the same house can differ by a multiple.

A reader who understands that structure can judge a quote they are actually holding. A reader who memorised a number can only be disappointed by one. The second is worse than useless, because a number in your head feels like knowledge and behaves like a guess.

There is also a rule behind this. Under the Texas Standards of Practice, a real estate inspection is a limited visual survey and basic performance evaluation, and inspectors cannot be required to provide repair cost estimates, repair recommendations, or re-inspection services. So the honest answer to what does this cost is not something your inspector is withholding. It is a question that belongs to a licensed contractor or engineer looking at a defined scope of work, and the whole difficulty is that the scope is usually undefined when the question gets asked.

Diagnostic spend and repair spend are different money

The single most useful distinction in this whole subject is between money spent to find out and money spent to fix. They behave differently, they are ordered differently, and buyers routinely skip the first to save time and then spend far more on the second.

Diagnostic spend buys information. A structural engineer's evaluation with elevation data. A licensed plumber's static or hydrostatic test on a drain system. A sewer camera scope. A load evaluation from a licensed electrician. A written insurance quote on the specific address. Each of these is small relative to the repair it is about, and each one can change the decision entirely — including changing it to do nothing yet.

Repair spend buys a physical outcome, and it is where the multiples live. It is also where the incentive problem lives, because the party best placed to tell you how much repair you need is very often the party paid to perform it.

The asymmetry is not a suspicion, it is a documented feature of this market. A peer-reviewed HUD Cityscape chapter on residential foundations on expansive soils cites Witherspoon's observation that Dallas at one point listed more than 120 foundation repair companies in the phonebook, against roughly 15 geotechnical engineering firms conducting residential foundation designs in the same period. The figure is dated and should be read as an illustration rather than a current count, but the shape it describes has not changed: repair capacity in North Texas is abundant and independent engineering capacity is scarce. That is exactly why the engineer's opinion should come before the repair contractor's, and not after.

The practical rule: spend on diagnosis first, and spend on it from someone who does not sell the repair. On a large recommendation the cost of an independent second look is trivial against the cost of being wrong.

Why two quotes for identical work differ by a factor of three

Buyers assume a wide spread means someone is being dishonest. Usually it means the two proposals are not describing the same job. Almost every large residential repair in North Texas has the same three cost engines, and none of them is the defect itself.

Access

What it takes to physically reach the failed component frequently costs more than replacing it. An under-slab drain line is the clearest case: the same length of failed cast iron can be reached by tunnelling in from outside the perimeter, or by cutting through the slab from inside the house. Those are different jobs with different structural consequences, different restoration burdens and different prices, and the choice often does not appear clearly in the proposal at all. Tunnelling brings its own requirement — the tunnels have to be properly backfilled and compacted, and that line item is not always priced.

Scope

How much gets replaced, and how much gets left. Spot repair against full replacement. One elevation against the whole perimeter. Reusing the meter base, mast and service conductors on a panel change against replacing them. Running new supply lines overhead through the attic against routing them under the slab. Including the yard service line or stopping at the wall. Two contractors looking at the same failure can legitimately propose very different amounts of work, and the totals will differ accordingly.

Restoration

Putting the house back. Drywall removed and refinished, flooring cut and replaced, texture matched, paint, landscaping, hardscape. A proposal that excludes restoration will always look cheaper than one that includes it, and the difference is not a discount.

On top of those three sit the ordinary variables: permit fees, whether an engineer's seal is required, whether the slab is post-tensioned and therefore requires tendon location before anything is cut, house size, fixture or circuit count, mobilisation, and the warranty offered and whether it transfers. A transferable warranty is a real asset at resale and a real cost to the contractor. It belongs in the comparison.

Compare scope lines, not totals. If two proposals cannot be laid side by side line for line, you do not yet have two quotes for the same work — you have two different jobs, and the cheaper one is cheaper for a reason you have not identified.

How to tell a quote from an evaluation

These arrive looking similar. They are not the same document and they do not deserve the same weight.

An evaluation is a diagnostic opinion produced by someone whose income does not depend on the conclusion. On a foundation, it comes from a Texas-licensed professional engineer, it is dated, it includes measured elevation data across the floor plan, it states the movement pattern observed, and it addresses whether under-slab plumbing has been tested — because a leaking drain or supply line under a slab can cause the very movement a pier crew would otherwise be hired to correct. It may conclude that no repair is warranted, and a meaningful proportion of honest evaluations do.

A quote is a priced offer to perform work, produced by the party who would perform it. It is a perfectly legitimate document. It is simply not a diagnosis.

The test is short and it works: a repair proposal that arrives without an elevation survey, without a date and without a plumbing test is a quote, not an evaluation. The same logic applies across the house. A treatment proposal from a company that sells treatment is a quote. A replacement recommendation from a camera operator employed by the company that does the replacement is a quote. None of that makes any of them wrong. It makes them the wrong document to base a decision on.

Two further signals worth checking. First, a free inspection is a sales call with a clipboard. That is not a slur; it is the business model, and the work product is priced accordingly. Second, watch for a proposal that quantifies a threshold nobody can source — a specific depth at which a drain-line sag must be corrected, a specific crack width at which a slab is failing, a specific service life for a pipe material. Those numbers circulate widely and almost none of them trace to a published standard. Ask what the number comes from. The answer tells you a great deal about the document you are holding.

What order to spend in

Sequencing matters more than budgeting, because the early steps often remove the need for the later ones.

  • Free information first. Municipal permit history on the address. The water meter with everything off. Dated photographs of anything you may want to compare in six months. The equipment data plates. None of this costs anything and all of it narrows the field.
  • Diagnostics that can still change the decision. Anything that must happen inside the option period goes here — an engineer, a static test, a sewer scope, a specialist's written scope, and a written insurance quote on the address from the carrier you actually intend to use. These stack days and each needs separate scheduling, which is why the general inspection needs to happen in the first day or two of the option period on any older house.
  • Cheap fixes with high consequences. Safety devices, discharge piping, bonding, float switches, drain pans. Small money against failure modes that are expensive or dangerous. These rarely justify a negotiation and almost always justify doing.
  • Water control. Grade, gutters, downspout extensions, condensate discharge, irrigation heads and controller programming. In Blackland Prairie clay this is the best return per dollar available anywhere on the property, and it is the work least likely to be recommended by anyone, because nobody sells it at scale.
  • Capital items on a schedule. Roof, HVAC, water heater, sewer line, windows, re-pipe. Foreseeable, plannable, and best done one at a time on your own timing rather than all at once under closing pressure.

Notice what is last. The largest, most heavily marketed category of spend in this region — pier work — sits behind diagnosis and behind drainage, because a meaningful share of the movement that generates pier proposals is being driven by water the owner controls.

What is routinely oversold

A page about cost that never names an overcharge is not being useful. These are the recurring ones in North Texas, and every one of them is documented elsewhere on this site.

  • Piers proposed on a movement finding with no engineer involved and no plumbing test. Movement is close to universal in this soil. Damage is not. The two are not the same finding.
  • Full drain line replacement proposed for a sag. No code, standard or industry provision defines a depth at which an existing sag must be corrected. Any threshold quoted at you is somebody's rule of thumb.
  • Missing arc-fault or ground-fault protection framed as a defect the seller created. Older houses are legal nonconforming — built to the code in force at the time. A 1988 house does not violate a rule written in 2020. The retrofit is cheap and worth doing; the framing is wrong.
  • Window defogging sold as a repair. It vents a sealed unit permanently. It removes the fog and does not restore the unit.
  • Any service-life figure presented as a fact. Cast iron, shingles, HVAC equipment — the commonly quoted ranges for all three are trade planning assumptions, not sourced statistics. A shingle warranty term is a prorated defect warranty, not a prediction of how long the roof will last.
  • Roof work sold on granule loss alone. Granules in the gutter without a fractured shingle mat is not the same observation as functional damage.

The common thread is that each converts an uncertainty into a definite-sounding number, and the number always points toward more work. Ask for the source. That single question resolves most of it.

Common questions

Why will my inspector not tell me what a repair costs?

Because the Standards of Practice specifically relieve a Texas inspector of any obligation to provide repair cost estimates, repair recommendations or re-inspection services, and because an honest estimate requires a defined scope of work that does not exist at the time of the inspection. An inspector reports observed condition. Pricing a correction requires knowing how it will be accessed, how much will be replaced and what restoration is included — three things that are decided by whoever writes the scope, not by whoever found the problem.

Two contractors quoted the same repair and the numbers are wildly different. Is one of them ripping me off?

Usually not. Usually they have scoped different jobs. Check whether they propose the same access method, the same amount of replacement versus spot repair, and the same restoration. On an under-slab drain line, tunnelling from outside and cutting the slab from inside are entirely different projects. On a re-pipe, running overhead through the attic and routing under the slab are entirely different projects. On a panel change, reusing the meter base and service conductors or replacing them is a large swing. Lay the proposals side by side line for line before you conclude anything about the people who wrote them.

Is it worth paying for a structural engineer when a foundation company will look at it for free?

Yes, in almost every case where the finding is large enough to matter. The free assessment is performed by a party compensated when the answer is that you need repair, which makes it a poor choice of neutral arbiter even when the assessor is competent and sincere (the market asymmetry behind that is documented in HUD Cityscape, Vol. 25 No. 1, Ch. 10). An engineer's evaluation costs a fraction of the work it may tell you to skip, produces measured elevation data you can compare against in a later season, and gives you a document a future buyer will accept. It can also conclude that nothing needs doing — an outcome the free assessment structurally cannot reach as often.

What should I spend money on first after the inspection?

Information that has a deadline. Anything that must happen inside the option period — a structural engineer, a plumbing static test, a sewer scope, a specialist's written scope, an insurance quote on the address — comes first, because after closing those answers are still available but the leverage is gone. Free information comes before that: permit history, the water meter, the data plates, dated photographs. Actual repair work comes last, and the cheap water-control work usually deserves to come before the expensive structural work.

Does a cheaper quote mean lower quality work?

Not necessarily, and the assumption gets people into trouble in both directions. A lower price frequently reflects narrower scope: less replacement, a different access method, restoration excluded, no permit, or a shorter or non-transferable warranty. It can also reflect a contractor with lower overhead who is genuinely cheaper for the same work. The only way to tell is to make the two documents comparable line by line, and to ask directly what each one excludes. Warranty terms and transferability belong in that comparison, because a warranty that transfers is worth something at resale.
