Why irrigation is a foundation system in North Texas
The soil under most of Dallas–Fort Worth is Blackland Prairie clay, and its defining property is shrink-swell. The USDA-NRCS description of the Houston Black series records cracks 1.3 to 10 cm (½ to 4 inches) wide at 30 cm (12 inch) depths during dry periods, and those cracks remain open 90 to 150 cumulative days a year. Infiltration is rapid when the soil is dry and cracked, and very slow once it is moist.
Put those together and the conclusion is unavoidable: the irrigation system is the primary instrument by which a homeowner controls soil moisture around the foundation. That reframing changes what counts as a serious finding.
Because here is the mechanism that actually distorts houses. The failure mode is differential moisture, not dryness. A dead zone on the south side. A broken head on the west side. A controller that waters the front and not the back. Each produces uneven moisture around the slab perimeter, and it is differential movement — one part of the slab rising relative to another — that cracks a structure. Uniform dryness is far less damaging than uneven watering.
The reverse case matters too. A leaking irrigation line is a water source at the slab edge, producing localised edge lift in the way a supply-side slab leak does; isolating the irrigation system is a standard first step when a water meter will not stop turning. Texas A&M AgriLife's guidance for watering a foundation is specific: soaker hoses 8 to 18 inches away from the foundation, low pressure, run for several hours, 2 to 4 inches of mulch, and always install a backflow preventer before connecting to a faucet.
Backflow prevention, and why the state cares about it
An irrigation system is a textbook cross-connection: piping at grade, in soil, holding water that has been in contact with fertiliser and whatever else is on the ground — and connected to the potable supply. A pressure drop in the main can siphon that backwards into the neighbourhood.
Texas addresses this at 30 TAC §344.50. Where health hazard conditions exist, one of four methods is required: an air gap; a reduced pressure principle assembly not less than 12 inches above ground and not subject to submersion; a pressure vacuum breaker, only where no back-pressure exists, not less than 12 inches above any downstream piping and the highest downstream opening; or a spill-resistant pressure vacuum breaker on the same terms. Where no health hazard exists, double check valve assemblies may be used if tested on installation and permitted locally.
The three health-hazard triggers are at §344.51: any chemical added to the system by any method, meaning fertigation; more than one water source connected to a system that also connects to the potable supply; and a property served by an on-site sewage facility — a septic system automatically designates the irrigation system a health hazard.
Testing is not optional. Under §344.50(e) every assembly must be tested by a licensed tester on installation, repair, replacement or relocation, and health-hazard systems require annual testing, with results reaching the local water purveyor within ten business days. TCEQ identifies authorised testers as a TCEQ-licensed Customer Service Inspector, a licensed plumbing inspector, or a licensed plumber holding the Water Supply Protection Specialist endorsement — and notes that water providers may require an annual test under locally adopted requirements. So: your city may require an annual backflow test, and the obligation may be the property owner's rather than the irrigator's. Check the city's water utility page rather than assuming a regional answer.
What the state irrigation standard requires
Landscape irrigation in Texas is licensed by the Texas Commission on Environmental Quality — not by TREC, and not by the plumbing board. TCEQ's statement of the requirement is broad: a person may not sell, design, install, maintain, alter, repair, service or inspect an irrigation system in this state unless licensed by TCEQ.
There are three licences. A Landscape Irrigator may sell, design, consult, install, maintain, alter, repair or service systems, including the connection to the water supply. An Irrigation Technician may connect systems to water supplies, install backflow devices, and maintain and repair under a licensed irrigator's supervision. An Irrigation Inspector verifies permit compliance. Applicants pass an exam with a minimum score of 70 percent per section; notably, TCEQ imposes no education or work-experience prerequisites.
The substantive standards are in 30 TAC Chapter 344:
- §344.62(g) — systems shall not spray water over surfaces made of concrete, asphalt, brick, wood, stones set with mortar, or any other impervious material.
- §344.62(j) — all new automatically controlled systems must include sensors or other technology designed to inhibit or interrupt operation during moisture or rainfall.
- §344.43(g) — irrigators shall sign, seal and date the irrigation plan and specifications, contract, warranty, and the maintenance checklist.
Two are worth acting on. A properly executed installation produces a sealed plan and a maintenance checklist, and almost no buyer ever asks the seller for them. Ask. And §344.62(g) is the rule to remember: a system spraying the brick veneer, the slab edge or the driveway is not merely wasteful — it is contrary to the state irrigation standard while simultaneously being a foundation-moisture problem and a masonry problem. Chapter 344 has been amended over the years, so confirm any subsection against the current text published by TCEQ.
What a Texas inspector must check, and what the rule excludes
Start with the fact most people get wrong: irrigation is an optional system on the Texas inspection report, and the plumbing standard expressly excludes sprinkler systems. Section 535.231(a)(2)(D)(ii) lists sprinkler systems among the things an inspector need not inspect, and §535.231(a)(2)(E)(ii) excludes determining the effectiveness of backflow or anti-siphon devices. Irrigation falls instead under 22 TAC §535.233, Optional Systems, which opens: an inspector is not required to inspect the components or systems described under this section.
When the inspector does include irrigation — and most DFW inspectors do — §535.233(c) sets out what you get. The inspector shall manually operate all zones or stations through the controller, and shall report as deficient the absence of a rain or moisture sensor; inoperative zone valves; surface water leaks; the absence of a backflow prevention device; the absence of shutoff valves between the meter and that device; deficiencies in the performance and mounting of the controller; missing or damaged components; and deficiencies in the performance of the emission devices — spray heads, rotary heads, bubblers, drip lines.
Now the exclusions, because they are the whole consumer story. Under §535.233(c)(2) the inspector is not required to inspect:
- for effective coverage of the irrigation system;
- the automatic function of the controller;
- the effectiveness of the sensors — rain, moisture, wind, flow or freeze;
- the sizing and effectiveness of the backflow prevention device; or
- the performance of an underground zone.
Put the two lists side by side. The inspector must run every zone and must report the absence of a backflow device and of a rain sensor — but is not required to determine whether coverage is even, whether the sensors work, or whether the backflow device is correctly sized or functional. So a Texas irrigation inspection tells you the system runs and that the required parts are present. It does not tell you the system waters your foundation evenly, and it does not tell you the backflow device protects your water. Those two things are precisely what matters in North Texas, and they are precisely what the rule excludes. The findings that actually recur here
Backflow assembly problems. Installed below the required height. Submerged in a valve box or buried. Missing entirely. Present but never tested — no tag, no records. A reduced pressure assembly discharging continuously from its relief port, which means it has failed. And the North Texas special: hard freezes split backflow assembly bodies routinely, and a split assembly is both a leak and a cross-connection failure.
Coverage and head problems. Heads spraying brick veneer, windows or the foundation. Broken, sunken or misaligned heads. Leaking valves. And the one that matters structurally — a dead zone leaving one side of the house dry while the rest of the lot is watered on schedule.
Controller and sensor problems. No rain or freeze sensor on an automatic system; a sensor disconnected or bypassed, which the inspection standard does not require anyone to detect; and programming that produces differential moisture around the slab because whoever set it was thinking about grass rather than clay.
What people get wrong
"My inspector said the backflow device is fine." No competent inspector said that, because the rule does not require determining its effectiveness or sizing. A report can tell you a device is present and describe its visible condition. Only a licensed tester can tell you it works — and irrigation was only in the report at all because the inspector chose to include an optional system.
"Watering the foundation is optional" — and its mirror image, "more water is better." Both wrong. In Blackland clay, watering is the primary control a homeowner has over foundation movement, but uniform moderate moisture is the goal: overwatering one side drives differential movement exactly as underwatering one side does.
And a tension nobody resolves honestly: conservation stages restrict watering days at exactly the times of year when foundation moisture matters most. Most North Texas cities do have provisions for foundation watering, typically by hand or soaker hose, but the rules change with drought stage and vary by city — so check the current ordinance rather than working from a schedule you read somewhere.
What to do about it
No backflow prevention device visible. Get it evaluated before closing — a cross-connection to the potable supply, and a rule issue rather than a landscaping preference.
An assembly with no test record or tag, or one below the required height, submerged or freeze-damaged. Get it tested by someone licensed to do so. Your city may require an annual test anyway, and the obligation may already be the owner's.
Heads spraying the foundation, brick veneer or a hardscape. Correct it — contrary to §344.62(g), and a direct foundation-moisture problem.
A dead zone on one side of the house. Get it evaluated, and treat it as a differential-moisture problem rather than a brown-grass problem.
Broken heads, minor coverage gaps, or no rain sensor. Budget for it. This is ordinary maintenance on a system nearly every DFW lot has, and it is not a reason to renegotiate a contract — though a sensor is required on new systems under §344.62(j) and is inexpensive to add to an older one.
A functioning system with even coverage, a tested backflow assembly and a working sensor. Monitor. Adjust seasonally, walk the zones yourself twice a year, and watch whether one elevation is drying out relative to the others.

Who is allowed to work on a sprinkler system in Texas?
