What it is, and what it is not
Start here, because conflating three different things is the commonest error on this subject and it does harm in both directions — buyers panicking over wiring that is entirely normal, and buyers reassured about wiring that is not.
The hazard is single-strand aluminium 15-amp and 20-amp branch circuits — the ordinary circuits feeding receptacles, switches and light fixtures. A solid aluminium conductor about the thickness of the copper you would expect, landing on device screws all over the house.
These are normal, current and code-compliant, and are not the subject of this page:
- Aluminium service-entrance and feeder conductors — the large, multi-strand cables running from the meter to the panel and from the panel to any sub-panel. These are present in a large share of Dallas–Fort Worth houses of every era, including houses built last year.
- Aluminium 240-volt branch circuits for ranges, dryers and outdoor air conditioning units. Also normal, also code-compliant.
An inspection report that says “aluminium wiring present” without saying which has created an unnecessary problem, and a buyer who reads “aluminium service entrance conductors” and starts pricing a rewire has been failed by the report rather than by the house. If you are looking at a report right now, the question to ask the inspector is narrow and answerable: are the 15- and 20-amp branch circuits aluminium?
When it was installed, and how it fails
CPSC Publication 516, Repairing Aluminum Wiring, is the governing document on this subject, and its framing of the era is more careful than the version that circulates: “Electrical cables installed between 1965 and the mid 1970s in new homes, in additions, and as part of rewired/new circuits may contain aluminum wiring.” The driver was a copper shortage in the mid-1960s.
Note the clause about rewired and new circuits. The era rule applies to original wiring only. A 1958 house can contain aluminium branch circuits added during a 1970 remodel or a 1972 room addition, and that is precisely the case that gets missed. CPSC's companion statement — homes built before 1965 are unlikely to have aluminium branch circuit wiring — is about how the house was built, not about what has happened to it since.
The failure is at the terminations, not in the wire. This is the most important thing to understand, and it explains why the repair question has the shape it does. CPSC describes it this way: several deterioration processes in aluminium wire connections “cause increased resistance to the flow of electric current, resulting in damage that is cumulative in effect. That increased resistance causes overheating.” The conductor in the wall cavity is doing nothing wrong. Every point where it is clamped under a screw, twisted into a splice or landed on a breaker is a place where resistance can build, heat can accumulate, and the process can feed itself.
The scale of the difference is documented. CPSC cites a Franklin Research Institute finding that homes built before 1972 and wired with aluminium are 55 times more likely to have one or more wire connections at outlets reach “Fire Hazard Conditions” than homes wired with copper. CPSC also cites a fatal fire on 28 April 1974 in Hampton Bays, New York, attributed by fire officials to an overheating aluminium wire connection.
In North Texas the exposure window intersects a narrow slice of the northern suburbs — census figures put about 4.7% of Plano's housing before 1970, with a further 14.2% in the 1970s — and a much larger share of the older Dallas and Fort Worth neighbourhoods.
Which repairs CPSC accepts, and which it rejects
This is where buyers are most often mis-sold, so it is worth quoting the source rather than paraphrasing it (CPSC Publication 516).
Accepted as permanent repairs
- Complete replacement with copper. Definitive, and CPSC is candid that it is “expensive and disruptive,” because it means opening walls.
- COPALUM crimp pigtailing. “CPSC staff considers pigtailing with a COPALUM connector to be a safe and permanent repair of the existing aluminum wiring,” a method “thoroughly proven by more than a quarter of a century of field experience to provide a permanent, low-resistance electrical connection.”
- AlumiConn setscrew connectors. “The next best alternative for a permanent repair” where COPALUM is unavailable, though CPSC notes the product is “too new to have developed a significant long-term safe performance history as the COPALUM repair.”
Rejected as permanent repairs
- CO/ALR devices — receptacles and switches listed for direct connection of aluminium conductors. CPSC's position: these “must be considered, at best, an incomplete repair.” They are not made for every component in a system, and they “have failed in laboratory tests when connected to aluminum wire typical of that installed in existing homes.”
- Twist-on (wire nut) pigtailing. “CPSC staff believes that this method of repair does not solve the problem of overheating present in aluminum-wired branch circuits.”
CPSC does allow both rejected methods in one narrow role: AL/CU twist-on connector pigtails or CO/ALR devices “may be used as an emergency, temporary repair,” with a complete repair using the recommended methods to follow “as soon as possible.” Temporary is doing a lot of work in that sentence, and it is the word that gets dropped when a house is sold.
The COPALUM availability problem
COPALUM is a proprietary crimp system requiring a specific tool and installer certification by the manufacturer, which limits how many contractors in any metro can perform it. CPSC published a release in 2003 headlined around the aluminium wiring fix still being available, which tells you availability was already a live worry more than twenty years ago, and it is why AlumiConn was named as the fallback. Before planning around COPALUM, confirm that a certified installer serves your part of the metro. This site does not assume one does.
What an inspector can and cannot determine
The inspector inspects branch circuits, connected devices and fixtures and reports deficiencies — and is not required to “dismantle any electrical device or control other than to remove the covers of the main distribution panel and sub-panels” (22 TAC §535.229). The inspector is also not required to determine code compliance, which matters here: a 1970 house wired in aluminium was wired to the standard of its day and is legally nonconforming, not illegal.
In practice, aluminium branch circuits are identified from:
- the panel, where the dead front comes off as a matter of routine and the conductor terminations are visible;
- cable jacket markings — the jacket is typically printed AL or ALUMINUM — visible in the attic, at the panel, or where cables run through a garage;
- occasionally at a receptacle, if a cover plate is removed and the device pulled — but the Standards of Practice do not require pulling devices out of boxes.
What an inspector cannot determine:
- whether any given connection is deteriorating, since the connections live inside closed boxes behind cover plates;
- whether a previous repair used COPALUM, AlumiConn or ordinary wire nuts — these are indistinguishable without opening boxes;
- the extent of the aluminium: whether the house is fully aluminium-wired, partly rewired in copper, or has aluminium only in an addition.
That third limit is the one buyers underestimate. Finding aluminium at the panel tells you it is present, not how much of the house it feeds — and the difference between two circuits and forty is the difference between two very different projects.
What people get wrong
“We pigtailed it with purple wire nuts, so it is fixed.” This is the big one. Twist-on connectors listed for aluminium-to-copper are widely sold, widely installed and widely presented as remediation. CPSC says this method does not solve the problem and permits it only as an emergency, temporary measure. A house that has been wire-nut pigtailed has not been repaired to CPSC's standard, whatever the seller's disclosure says.
“The receptacles are CO/ALR-rated, so it is compliant and safe.” CPSC calls CO/ALR devices, at best, an incomplete repair. Part of the reason is arithmetic rather than metallurgy: there is no CO/ALR ceiling fixture and no CO/ALR junction-box splice, so swapping devices leaves every other aluminium connection in the house untouched. The rest of the reason is that the devices failed CPSC laboratory testing with field-typical aluminium wire.
“It says pigtailed on the disclosure, so it was done properly.” COPALUM and a wire nut are both pigtails. CPSC treats one as a permanent repair and the other as not a repair at all. The word by itself carries no information. Ask which connector, ask who installed it, and ask for the documentation.
“Aluminium wiring means the house will burn down.” No. It means a class of connections deteriorates progressively, that the risk sits at the terminations, and that the failure rate at outlets is far higher than for copper. Millions of these houses are standing and occupied. The correct response is a defined, permanent repair, not alarm.
What to do about it
Why monitoring is the wrong answer here. This site says “watch it for a season” about a great many findings, because for a great many findings that is the truthful advice. This is not one of them. CPSC's own language is about deterioration that is cumulative in effect — a process running in one direction, inside boxes nobody opens. There is no monitoring regime that resolves it.
Get a licensed electrician to answer three questions before the option period closes. First, the extent: how many circuits, and which parts of the house. Second, what if any remediation has already been done, and by what method — this requires opening boxes, and it is the only way to know what you are buying. Third, a scope and quote for a CPSC-recommended permanent repair, named by method rather than described as “pigtailing.”
Treat insurability as a parallel question. Phone the carrier during the option period, describe the finding accurately as single-strand aluminium branch circuits, and ask whether it affects binding, pricing or conditions. Some carriers care a great deal; some do not. As with obsolete panels, the honest phrasing is some carriers, and the only way to know is to ask yours.
How cost behaves, without a number. A whole-house copper rewire is driven by wall and ceiling finishes, attic access, circuit count, and repairing the openings afterward — drywall and paint are frequently a larger line than the wiring. Connector-based repairs are driven by device count and box access, because the work happens at every receptacle, switch, fixture and splice. The number to hand an electrician is not square footage; it is the count of devices and accessible junction boxes.
And be fair about what this is. A seller with a 1971 house did not choose defective wiring; the industry installed it at scale in response to a commodity shortage, and it was code-compliant when it went in. That does not make the finding go away, and it does not turn a wire-nut pigtail into a repair. It does mean the conversation is about who pays for a permanent fix, not about blame.
Common questions
Does aluminium wiring mean I should not buy the house?
No. It means you should price a permanent repair before the option period closes and decide with that number in hand. Aluminium branch circuit wiring is a defined problem with defined solutions that CPSC has published, and the work is disruptive but routine. What you should not do is accept a house as remediated without knowing which method was used, or plan to live with it and keep an eye on things — the deterioration CPSC describes is cumulative and happens inside closed boxes.
The inspector found aluminium at the panel. Is that the dangerous kind?
It depends entirely on which conductors, and this is the question to put back to the inspector. Large multi-strand aluminium service-entrance and feeder conductors are normal, current and code-compliant, and appear in Dallas–Fort Worth houses of every era including new construction. Aluminium 240-volt circuits for a range, dryer or outdoor air conditioning unit are equally normal. The hazard CPSC documents is single-strand aluminium on the 15-amp and 20-amp branch circuits feeding receptacles, switches and lights.
The seller says the wiring was pigtailed. Is it fixed?
Not necessarily, because the word covers two things CPSC treats completely differently. A COPALUM crimp pigtail is what CPSC calls a safe and permanent repair. A twist-on wire nut pigtail is a method CPSC says does not solve the problem of overheating and permits only as an emergency, temporary repair. Both are described as pigtailing on disclosures and repair receipts. Ask which connector was used, who installed it, and whether there is documentation — and have an electrician open a sample of boxes to confirm.
Are CO/ALR receptacles an acceptable fix?
No. CPSC's position is that CO/ALR devices “must be considered, at best, an incomplete repair.” There are two reasons. There is no CO/ALR version of every component in a system — no CO/ALR ceiling fixture, no CO/ALR junction-box splice — so replacing devices leaves untreated connections throughout the house. And CPSC reports that CO/ALR devices have failed in laboratory tests when connected to aluminium wire typical of that installed in existing homes.
Can a home inspector tell me how much aluminium wiring is in the house?
No. An inspector can identify that aluminium branch circuits are present — usually from terminations visible at the panel or from cable jackets printed AL or ALUMINUM in the attic or garage — but the Standards of Practice do not require dismantling devices beyond removing panel covers. Determining the extent, and whether any part of the house has been rewired in copper, means opening boxes and tracing circuits. That is licensed electrician work and it is worth paying for before you close.
Which repairs does CPSC actually endorse?
